Monitoring the 3par phone-home telemetry?
Any ideas on a way to monitor if HPE/3par is receiving notifications for hardware issues?

You can jump to
https://infosight.hpe.com and register your array if you have a valid support contract.
you will see HW failures and they get detected by infosight and automatically open a support ticket, be sure to contact support so that you are the correct contact, sometimes it gets lost between the partner and customers who to contact when something fails.
